Yes, we did say that with a strait face. We believe that is quite likely based on individual catch statistics and current practices. Do we like the fact that this appears to be common practice in some fisheries sectors? No, but short of having an army of wardens, not much could be done about it.
The boat limits issue centers around the salmon and rockfish fisheries.
