I think there are two important ways. One, testifying before the Fish and Game Commission. They give the individual effort considerable weight. Two, talking to your local DFG biologist about your concerns/ideas. Both of these routes don't mean you will necessarily have success, but at least you should learn from either interactions. The one advantage of attending a Commission meeting is that I'm always at those and can introduce you to the appropriate staff for further discussion.
