Two observations to put things in context:
1. California's Freedom to Fish bill (SB271) pretty much died in committee last year. From time to time, the state legislature does manage to do the right thing.
2. State Environmental Resource Center is not a governmental agency. As noted in the linked website, "SERC is a project of Defenders of Wildlife and the Natural Resources Defense Council." I'm not trying to suggest that this is either good or bad, but only that one should always check the source of information.
