Refugio was pretty good Sunday morning. The sea was almost totally flat, very nice for the longish swim out. Vis was probably in the 15'-20' range, if not better. The kelp seemed a bit thinner than in the summer, but it was still pretty substantial. Worth the trip if you have the time.
