Santa monica bay has a lot of area that's just a hardpack gravel deck, great area for artifical reefs. You can pick your depth, there is a gentle slope as you go west, steeper slope around the redondo canyon, but the south side of the canyon is relatively gradual. If it were on the south end of the bay, dive boats could also hit PV and the other wrecks. And redondo and marina del rey are great harbors for going to the west end of catalina and santa barbara island, too.
