A marker will casue the considerate boat operator who sees it to divert. Unfortunatley there are many boat operators who plain don't care or don't pay attention. It has been my experience that markers even tend to attract some of the more clueless ones.
One of the reasons I hate diving at Catalina in the summer is becasause of the plethora of clueless and dangerous boaters.
