You really want more education, not more law.

A couple of weeks ago I anchored about a half mile
outside Monterey. A sailboat race committee boat
was cruising around dropping race buoys was I rolled
in (dive flag up). I surfaced next to my boat to
a sea of colorful spinakers a couple of hundred
yards away headed my way. The other two divers were
still in the water. I got onboard in time to
pull the dive flag and start waving it, which
really caused a bit of "what do we do now"
consternation on the part of the sailboaters.
They were going to quite happily cut within about
15 feet of my bow and stern, going right over
the top of Admiral Linda on her safety stop.

While I was UW, the race commitee had dropped the
last two buoys such that the leg went right
through my boat and dive flag. DUH.

Yes, I had a dicussion with the race commitee boat
after we pulled the hook.

Sailboats scare me more than powerboats because
I can't hear them coming.
