Ken, what date did scuba waivers for clubs and charter boats become necessary? In the good ol' "dark ages" of diving, '60's and '70's, I don't remember having to sign any waiver. Certification implied personal responsibility unless death or injury was the result of gross negligence by the charter operator or club DM's.
