The U.S. Commission on Ocean Policy has just released it's Preliminary Report on Ocean Policy with detailed findings and recommendations for a coordinated, and comprehensive national ocean policy. The complete 514 page document (4.9MB pdf) is available for download as well as selected sections, an exectuive summary, and a summary of recommendations.
The commision is seeking public comment through May 21, so download the report for what appears to be some interesting reading and let your voice be heard.
