As I put myself into the USCG commander's shoes, to understand his viewpoint, this is how he apparently sees it:
The captain is always responsible for everything that happens on his vessel;
The D/M or crew errors are treated as "training issues"; and
The passenger-divers are helpless at all times and are the ultimate responsibility of the boat captain and his crew.
Looks like we all need to pay more attention to the USCG's view. No matter what we ourselves may think.
