Just because an idea is simple does not mean it won't work.
Simple, inexpensive and effective. You snap the numbered wrist band onto the diver when they board and sign in. Wrist bands are numbered secquentaly from one through the number of divers on the boat. Eyeball all wrist bands on the person and you have accounted for all the divers. What is the problem with that?
