The diver and the "buddies" share some responsibility. Did they discuss a procedure if they were separated? Or did they just say, "I might dive alone, so don't worry if I go missing?" If the former, then the buddies failed to follow the procedure. If the latter, then the diver was responsible for his being left behind.
The DM is responsible for not noticing at the first dive site that there was a diver missing.
