Inject a device (chip) just under the skin that can be scanned while you are exiting the water. This can also be used for certification purposes, new cert level, new chip. With electronics as small as they are today it could be water/pressure activated to store your history/experience, and if you do not have the proper training/experience for the dive site the gate would not open.
