During my DM training (on the GE), we were told we were responsible for the roll call as a shop charter. It was the DM's responsibility to inform the captain when the roll call was complete and everyone was back on board.
Unless the local captains change that custom and confirm the roll call themselves, that is the way local boats work AFAIK.
Had Ocean Adventures chartered the GE that day, Captain Tim would be in the hot seat (unless he has changed his methods and personally verifies the roll call, our training was on a Reefseekers GE charter)
