If they stow the spare tank out of sight at the beginning of the day, but then swap it out and leave the empty in their slot later in the day, the tank count will be off.
Basically, I think a tank count is a reasonable way to keep a running tally of who is back, but a thorough roll call and headcount must be conducted before moving.
