I wont disagree with your hope for a quick sweeping of all this under the carpet, Ken. But I do share an interest in what might practically result to minimize the same thing from happening again.
Socal has the best boat diving on the west coast of the USA. It would be reassuring to know that the boat was not going to leave you behind, like in Mexico.
So far, Jon has come up with a long list of impotent suggestions, and the USCG wants us all to wear bracelets. It probably does not matter what anybody comes up with, because a D/M who is having a bad day can always ruin your entire diving day as well, not to mention your day job too.
