I have seen the bracelet idea with the DAN tracking board on all the boats in Cozumel. The board was all set up for every one to see with all the bracelets (tags) and nobody but absolutely noneone used them the 15 dives I made from the boats. Any system devised will not be fool proof. Invent an idiot proof system and someone will build a better idiot.
