Doug there is plenty of blame to go around. How about the dive shop that put Dan on the boat in the first place (what ever it takes to fill a charter… right). How about the conditions ( a live boat, extreme dive site, with fog, and chop). How about a DM that doesn’t do a head count (twice). How about buddies (that are clueless).
How about a dive community that has watch this kind of thing happen over and over again and has done nothing.
