Before the bureaucrats legislate this thing to death, the foolproof system is for the skipper and DM's, side by side, to get a visual and oral headcount response from every customer on the boat, divers, snorkelers, non-divers, crew, et al. The boat doesn't pull the hook until everyone is present and accounted for. Simple and 100% effective.
