Bruce is right re: the DM's failures (note plural).
However, like it or not, agree or disagree, Capt. Ray is ultimately responsible for his passengers - its always been that way. No one is frying him personally; remember, the Captain is the last one to leave the sinking ship. The Captain is responsible for the conduct aboard his ship and he can take the divers back to port, aborting the dives, if he feels that his passengers' safety is compromised by the actions of the charter master, dive master or the passengers themselves. I've seen a Captain suspend a diver after a safety violation and no one on the boat would disagree with the Captain's action (including the bonehead diver) - he was right and within his role as captain of the vessel.
Capt. Ray has every right to be furious with the DM and the shop; probably is, as he will have to answer to the CG. Responsiblility can't be shrugged; accept it and move on.
