Downside is its 6 N miles north - might as well sail over to Anacapa. I was thinking about why not a reef or underwater dive park about 2 to 3 miles off coast - close enough for a small craft or even a kayak on a calm day? Far enough from shore for some decent vis. The bottom is mainly sand - good for halibut but little else.
