Whats going on in Redondo?

I just looked out my window and there are 3 barges and 3 tugboats about 400 yards off redondo beach. I dont see much on the decks of the barges and there is one with a small crane. Maybe they are setting up a reef??? That would be sweet!!! Anyway I will keep watching them and post If i see anything cool.
