Frankly, I'm a little tired of all the PADI bashing in general. However I do agree that their lack of interest in making any sort of inquiry into the DM is alarming. I mean, it _IS_ a training issue because the DM did not adhere to his training!
I'm not saying that anyone is saying this, but to assume that PADI-certified divers are less qualified is a spurious argument. No agency can take an idiot and make him or her smarter. And no amount of training, regardless of who is doing the training, is going to completely prepare you for real-world experience. PADI takes great pains to remind its students of this.
