The problem is not with the Certifying agencies, but with POOR Instructors. PADI Requires "Mastery" of the skills before someone can be certified. If a PADI Instructor (or any other agency for that matter) allows a student to "pass" without attaining "Mastery" of the skills, then it is an Instructor problem. If PADI becomes aware of an Instructor failing to meet standards (requiring students to achieve "Mastery" of skills), then they will take corrective action.
I was originally certifed by NAUI and LA County in 1972 - Yes, 1972 - Before SPG's, Dive Computers, BCD's, etc.
I have since taken several PADI Courses, and believe that if you have an Instructor who takes their responsibilities seriously, and follows the rules, you will get good training.
