So we are talking beginner (go with the lowest rating) diver. San Clemente, Santa Barbara are grat dive sites with depths from 100+ to 20 feet depending upon site. Visibility is often 100+ feet there as well depending upon the weather and you luck. Santa Catalina offers several excellent sites as well.

Definatly out are the oil rigs as these are advance dives. You may have read about "drifter Dan" a diver with 24 dives or so in the last 2 years and definatly not advance level diver. Short story is he signed up for the Oil Rigs, and advance level dive, and through his own errors and lack of experience, compounded by major errors by the DM wound up adrift at sea for 4 hours.
