The diver taking scallops was not in a no take zone. It is permissable, with proper liscence, to remove scallops from the oil rig that he was on. I don't personally eat most seafood, and as such, I don't take anything for my personal consumption or for anyone else. Diving for food is legal in California and as such is just a part of our underwater environment. Part of being a California diver is coexisting with other divers who like to go out and "grab their dinner". The State of California makes the laws, I live with them.
