Scuba divers will require special accreditation to practise their sport in Quebec. Tougher rules mandated by the province will create three categories of divers, commensurate with skill. Two levels of instructors will also be created. he Quebec Underwater Federation will implement the new rules and oversee the certification of divers. In a statement yesterday, the federation said tightening standards is an urgent matter. Since 1990, at least 32 people have died while diving in Quebec.
