Tim - under maritime law, is it still permissable to keel haul this dude? After all, if something goes terribly wrong, we know who'll have to deal with the USCG (and it won't be the cramp free cat). So, using appropriate logic, I believe you would be within your rights to have him keel hauled...I'd be happy to help.
