If ANY boat anchored that close to me when I was flying a diver down or alpha flag I would have called the Coast Guard at once and filed a formal complaint against the commercial and 'professional' dive boat. The boat was so close, it wouldn't fit in the complete frame of your camera and that's too close. Did you file a complaint? Was there any video like you say?
