What Mr. Elliott said was "I very slowly approached the little private boat with the dive flag and asked if they had any divers in the water."
Why did the captain of a dive boat approach a "little private boat with the dive flag" in the first place? Why didn't he move down the reef 200 feet? Did the think they were flying a dive flag for the hell of it? Where was his head? You DO NOT approach ANY boat flying a dive flag, private or otherwise. He should have his license yanked. Case closed.
