If the flag was up, why would you even get close enough to ask if a diver was in the water? As others have stated, if you are within verbal range, you are too close. Unless emrgent, why not anchor somewhere else? Or is it an inexperienced skipper who doesn't know the area and figures he'll anchor next to another dive boat since he doesn't know where else to go. Sorry bottomscratcher, you will find me on your boat anytime soon, I don't care how many police officers are one board.
