For a dive store to pump EANx requires the expenditure of considerable money in additional equipment and those expenses are not cost effective, i.e., not enough demand for EANx to justify the cost except as, perhaps, a "loss leader". Since the profit margin in most dive businesses is quite thin, it's not good business sense to provide a deficit service. As Ken has pointed out countless times, it's a bottom line business decision and not a slam against nitrox or we who use it.
