I hear all that you have said. Yes, recreational boat operators are the worst about violating the rules. One day perhaps they will require licenses for them. But for now they don't.
But, we do expect better of a commercial boat operator, particularly a dive boat operator. The pictures show there was no excuse in coming that close. Recently I was out at the Long Beach Break Water with the Diver Down flag flying and just about to jump into the water when a jack ass long line fishing boat cam within 25 feet of our stern. What a Muldoon!
