That's unfortunately a common poaching trick. There are usually several traps tied together with one being in shallow water. I have seen them off Bird Rock before and notified F&G as well as Catalina Conservancy. They informed me that they watched that night and caught the poacher. The best thing to do if you find a trap out of season, especially in a closed area like the front side of Catalina is to free any bugs and destroy the trap, then report it.
