In the recent attack on Randy Fry he was diving for abalone. This is usully done in shallow areas with kelp. Also the red urchins that are harvested for sushi are also usually found in areas with kelp. Now I don't have specifics on either, but I suspect both incidents happened in kelp.
Thus being in a kelp may not keep you from moving down a rung on the food chain.
