I worked for Marina Dive & Sport for many years. We always used the end of the month as a rule, and then only if the customer requested a VIS. Since there is no legal requirement for a VIS, we let the customers decide if they wanted one. We always let them know that it was only an industry recommendation. Most chose to get one, but if they didn't want to pay $3 to have me look in their tank and replace the neck O-ring I would never refuse a fill. About 90% of our business was from repeat customers. I see no reason to chase away business by quibbling over a sticker.
