Some shops like the first of the month, but most I've dealt with will fill it through the end of the month.
I've had some shops refuse to fill an completely empty tank without them doing a VIP (charging me money for nothing). This is ridiculous since I often valves and assemble doubles from single tanks in VIP. I also have tanks I use for compressed air supplies for filling tires and air guns that I run to empty. I have since obtained and "equalizer whip" and I now add just a bit of air to the tanks before I take them in to get around the pinheads of refuse to fill the completely empty ones.
