The owner of the P-38 may be interested in the theft. The mere fact that an object is on the ocean floor does not mean there is not an owner by one of the following laws: International Maritime Law, US Federal statutes or California State Statutes. So the wreck is either still US Govt property, or if they have given up ownership, then the Sate of California is the owner if it is iinside the 3 mile limit and they would be interested. http://shipwrecks.slc.ca.gov/
