Lots of good diving around the Palos Verdes penninsula, but access can be a little difficult.
Great snorkeling anywhere in Laguna, but parking can be a problem.
The best suggestion I can give is to try Reef Point in the Crystal Cove Parks (it is the third and furthest south of the three parks). When you get down the stairs, look to the right and you will see a large rock out in the water. This is a great place to snorkel. This site is just north of Laguna Beach, and you have to pay to park. But it also has bathrooms and a shower so you can clean up afterwards.
