Seruiously, though, they're much more frequently sighted now than 5-10 years ago. Italian Gardens is a pretty reliable spot, there's been one hanging around the UW Park off and on during the summer, and East End Reef at Clemente has a big one lurking in the shadows, as does Little Flower.
