Ken - we need to be vigilent on this issue, as there are people who would like to see us never 'disgrace' ' their' beaches. They'd love to ban surfers and divers so they can watch the ocean from their seafront balconies without having to watch us 'spoil' thier views or gain access to public beaches across 'their' property. They care more for birds and seals than you and I and they donate heavily to politicians who can be bought to see 'their' point of view. Never mind that WE pay the taxes and that WE clean up the beaches. This minority of people are greedy and controlling. They want to ban us in the name of a 'protected' species - never mind that we'd never harm a sea lion or otter. Surfriders report new attacks on restricting public access to beaches in Florida - it can happen her very quickly - just pay off the right Democrat legislator.
