I have never seen 90 feet along the shore, but 30+ foot visibility can happen very occasionally. I have seen after several days of almost no surf, combined with Santana winds, and long periods of no rain anywhere that might drain into the sea. I see it where I live (El Porto) at times. There is no reliable way to predict it, but when I see it I try to blow everything else off and go for a dive because it is such a rare occurrence.
I have seen 100+ foot visibility offshore, but not every year. The best visibility I have had personally this year was at the HB oil rigs.
