You are correct that most of the exposed rocks, pinnicles and reefs are north of Pt. Conception, but there are a number of important ones in SoCal. The plan does have many alternatives, and because the way it's written, it is not always clear what the outcome would be. However, it clearly talks about limiting human disturbance through restricted access. I quote: "Activities that should be closely managed during seasonal restrictions would include all activities with the potential to disturb wildlife. These activities include, but are not restricted to, scuba diving and snorkling, seaweed collecting, boat traffic (including kayaking),..." Now when and where these seasonal restrictions would occur are not yet defined, but would most likely be at and during sea bird nesting season and marine mammal haul out sites.
