It was titled, DEPTH TRAP, an L.A. County docu-drama that was shot in the mid 70's in reaction to a threat to have scuba diving regulated by the state after a relative of a county supervisor died diving off a private boat at Catalina. It was directed by Don Dornan, brother of Robert K. Dornan, the Orange County congressman. It was shot by the late Jack McKinney. The point of the film was you can't regulate "pilot error", i.e. misjudgement, over-confidence, etc. by the individual diver.
