Chris, Cabo Pulmo is still very undeveloped with a population of about 25. Their main source of income is the traveling fisherman and scuba diver. Our divemaster was very strict about staying at least 5 ft. above the reef as he said it was a marine preserve. I dont know when it was declared a reserve but I get the feeling it was recent because I was not impressed with the condition of the reef and sadly, the coral was scarce. On the brighter side, the sea life was abundant and actually made the diving worth while.
