This begs the question to ask BLM - Do the rocks and islands that are a part of the newly created California Coastal National Monument fall under this National Park Service regulation? It may be the case since the BLM has stated it will managed the monumnents in cooperation with federal, state, and local government interests. Therefore a public awareness campaign to educate boaters, divers, and enforcement officers would be helpful.

However, just because a law of this type is on the books it still can't protect you from a fatal conflict with a prop headed in your direction. At least your estate might be better off.
