More likely, the keys / cell phone were thrown into the water by the woman herself as part of the publicity ploy that this was. The only injuries to the baby seal were from gill net around the neck, which killed it (sources: Sea World, NOAA Enforcement).
There have been a number of wild claims lately of people attacking seals at Children's Pool. Interestingly, this has been coincident with the importation of outside environmental activists who've brought protest at that site, which was already at a pretty low level, to really low levels. An example would be a "pro-seal" person who found it appropriate to (attempt to) urinate on a "pro-children" person who was sitting on the beach nowhere near seals. Yep, that's the way this should be handled!
Think critically about any "news" relating to the Children's Pool...
