This San Diego Union-Tribune article says that Captain John Gary Woodrum of the Pursuit fishing boat out of 22^nd Street Landing in an Pedro was arrested by Federal agents from NOAA for shooting a sealion off of the west end of Catalina.
Unfortunately I have heard unconfirmed rumors of other fishing boat captains doing this as well. Perhaps if this guy is put through the ringer, others will curtail thje practice as well.
