I agree that in cylinder blending requires all O2 clean hardware. However there are filling systems (membrane and stick) that pump pre-mixed gas. All of these systems are sold on the basis that the tank does not need to be O2 clean to use them. If the 23.5% limit is adopted by the enitre industry, the pre-mix systems will cease to have any economic attraction and many of the boats that pump Nitrox will have to change thier mode of operation entirley.
