I have seen surge penetrate all the way to 95 ft on a moderately bad day. Vis on days like that is poor.

Technical divers would cancel deco dives on days like that because you still have to hang out shallow to decompress, and there would be huge risks from the surge during the decompression phase of the dive.

So depth does not help you on a bad day with high seas and deep surge. You need to wait until the energy passes, either way, for NDL or deco diving, and especially for deco diving.

Good question though.
